In 2009, in response to the Government Chief Scientific Adviser Sir John Beddington’s delivery of the ‘perfect storm’ concept for energy, food and water reaching crisis point by 2030, the Living With Environmental Change partnership and Government Office of Science agreed to develop a more joined up approach to public and private funded water research and innovation by UK organisations.

Following a steer from a high level group of Research Council CEs, and senior officials from Defra and DFID, stakeholders from the private, public and third sectors (>100) were consulted on the development of the UK Framework for Water Research and Innovation (UKWRIF) and the establishment of the UK Water Research and Innovation Partnership (UKWRIP) in 2010.

In 2014, UKWRIP published the report Tapping the Potential: a Fresh Vision for UK Water Technology, which recommended that the UKWRIP should be strengthened to ‘establish a coherent unified voice’ for the UK water sector.

This led to discussions with other groups such as the Defra/OfWAT Water Sector Innovation Leadership Group to develop a new private-public model spreading the breadth of research through to development, implementation and commercialisation (see Our Structure), led by a high level Leadership Council, akin to those for other industry sectors.

The new UK Water Partnership was formally launched in February 2015, under the initial chair of Lord Chris Smith of Finsbury.

In October 2015, Lord Smith moved to take another position, and the Right Honourable Richard Benyon MP, former Defra Parliamentary Under-Secretary of State, became the new chair of the UK Water Partnership.
